CEQA Labs is a small, practitioner-led consultancy. Nader Khalil leads the environmental review work, supported by advisors who contribute specialized experience in responsible AI, product systems, growth, and partnerships.
Why CEQA Labs exists
CEQA Labs was founded in 2023 from a simple observation: environmental teams need practical ways to improve research, drafting, review, and knowledge management without weakening the professional judgment or source discipline their work must withstand.
The practice combines hands-on CEQA and NEPA experience with carefully scoped technology and business expertise. The team is intentionally compact, and specialists contribute only where their background is relevant to the engagement.

FounderFounder
Nader founded CEQA Labs and leads its environmental review and responsible AI work. A working CEQA/NEPA project manager, he brings more than seven years of experience across consulting, municipal planning, infrastructure, energy, public engagement, and multi-agency coordination.
AdvisorTechnology & AI Advisor
Raymond advises CEQA Labs on responsible AI architecture, data systems, and product strategy. A product leader with a Ph.D. in Computer Science, his experience spans applied AI, privacy-aware data products, workflow automation, and product leadership at Amazon Ads. He helps translate complex technical capabilities into practical, governed tools.
AdvisorStrategic Growth & Partnerships Advisor
Michael advises CEQA Labs on growth strategy, strategic partnerships, and client development. His experience includes international sales and channel leadership for complex technical offerings across public safety, tactical radio communications, and emerging technology, including roles at L3Harris Technologies and Doodle Labs. He helps connect specialized capabilities with the organizations that can use them responsibly.
